Local Government Procurement (LGP) has been established to provide a fully integrated procurement service to councils and associated organisations in NSW. LGP was established by Local Government NSW on behalf of its members to create a procurement operation dedicated to meeting the specific needs of Local Government (Please see our website at www.lgp.org.au for more information).

Description: Local Government Procurement Pty Ltd (LGP) invites tenders for Standing Offers to supply Bitumen, Emulsions & Asphalt Material, Linemarking & Services.

Existing panel contractors on the LGP213-3 (Bitumen, Emulsions, Asphalt Materials, Linemarking and Services) are not required to respond or lodge new tender submissions. Existing panel contractors will remain as they are on the existing panel with business as usual.

LGP requires the following Deliverables under this contract:

  • Ex-Bin, Asphaltic Concrete (AC) Materials and other associated Materials
  • Supply and Deliver Bulk Cationic Rapid Setting (CRS) Grade Bitumen Emulsion and associated servicing of Emulsion vessels.
  • Provide Lay of AC services.
  • Provide Cold Milling of AC and Base Course services.
  • Provide Pavement Rejuvenation and/or Enrichment services.
  • Provide Crack Sealing Services.
  • Provide Stabilisation services.
  • Provide Spray Sealing Services.
  • Road Patching Services
  • Concrete Pavement Repairs
  • Asphalt Mill and Fill Services provided on a project managed basis
  • Line Marking and Associated Services
  • Contractors to provide their full range of services associated with the scope of this contract.

Lismore City Council requires suitably qualified contractor(s) to deliver subsurface drainage systems to 6 (six) flood affected recreational space / sporting fields in Lismore City Council LGA.

Background information / Compatibility requirements


The February 2022 flood resulted in most of Lismore's sporting and recreational green / open spaces lying under a depth of more than 14 meters of water. One month later these fully saturated fields were again flooded, and water remained on or under the grass surface, sports fields in Lismore were unusable for extended periods.

A design consultant was appointed, and drainage design for six (6) sporting fields is now complete.

Next step is to engage suitably qualified contractors , to deliver the required drainage works.

This RFI presents an overview of the proposed approach to the TPA V2.0 and provides Respondents an opportunity to provide DCS with feedback. Richmond Valley Council (the Principal) is seeking Tenders from appropriately qualified and experienced Tenderers for the Design and Construction of two landslips on MR145 (Woodburn Coraki Road). The landslips occurred during the 2022 February and March floods. This tender is required to be designed and costed as two separable components of remediation for both sites. A more detailed brief of the extent of services required by Council is set out in Part 3 – the Specification of this Tender document.

The Northern Rivers Local Government Development Design and Construction Manual is a collaboration between Lismore City Council, Ballina Shire Council, Kyogle Shire Council, Richmond Valley Council, Clarence Valley Council and Byron Shire Council.

It serves as a resource that provides uniform development standards across the Northern Rivers area through a comprehensive set of guidelines for design and construction of development infrastructure.

Background information / Compatibility requirements


During the February and March 2022 floods, two landslips formed along MR145 (Woodburn Coraki Rd) washing away the embankment involving at the first location approximately a single 30m section and two other sections totalling 47m at the second location. The first site is located approximately 850m from the intersection of River Street and Woodburn Coraki Road and second site is located a further 2.85km along the road.

MR145 is a sealed main road which is a main B double route linking Woodburn, Coraki and Casino. Recent traffic counts in this area predicts the Annual Average Daily Traffic (AADT) is 1819 vehicles per day, with 20.5% of that being heavy vehicles. MR145 services as a primary production and local resident route.

REVISED SCOPE OF WORKS - SITE 2 (Yorks Marine)

TfNSW have assessed this site as ONLY requiring rock protection of the embankment over 2 locations relatively close together.

TfNSW have successfully used this methodology on numerous other areas along the Richmond River between Woodburn and Wardell.

We believe the 2 areas are about 35m and 25m totalling 60m.

Flood Height information is probably irrelevant as the river overtopped the road in this area, therefore the rock protection will be needed for the entire bank face from river floor level to road level.

The top of the rock embankment should be situated about 4m from the existing edge of bitumen.

It is envisaged that this work will not encroach into the existing pavement. These works are to stabilise the embankment for protection of the road.

Your design is to include;

- the slope of the rock embankment.

- the size of the rock required.

- the distance out into the river onto the river floor that the rock will be required.

- The length of the works at each location.

- Guard Rail if required.

Following your inspection of the site, if you think that this approach is incorrect, you can submit an alternate Tender with due justification that may be considered.

The works required will need to be designed and costed as two separable components of remediation at both locations.

Essential Public Asset Restoration (EPAR) claims have been made for the repair of flood damage (that meet the restoration guidelines) to both sites under NSW Disaster Recovery Funding Arrangements (DRFA).
